ABOUT COCTU
Uganda Trypanosomiasis Control Council (UTCC) was created by Parliament as a corporate body through the enactment of statute No. 16 of 8th October 1992 which legalized the Council, the Technical Committee and COCTU as the Secretariat of the Council. This was an effort to rationalize the tsetse and trypanosomiasis research and control in Uganda.
The Secretariat works in close working relationships with the Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Health, Ministry of Finance, Planning and Economic Development, Ministry of Tourism, Trade and Industry, Ministry of Local Government, Ministry of Land, Water and Environment and there is a close liaison with International Organisations like International Atomic Energy Agency (IAEA), Food and Agriculture (FAO), International Fund for Agricultural Development (IFAD), World Health Organisation (WHO), African Union (AU) specifically Interafrican Bureau for Animal Resources (IBAR)and Pan African tsetse and Trypanosomiasis Eradication Campaign (PATTEC) Secretariat, the National Agricultural Research Organization (NARO) through the Livestock Health Research Institute (LIRI), Tororo.
The Secretariat closely relates with Development Partners who support tsetse and trypanosomiasis project programmes. There is also linkage with International Research Institutions especially International Livestock Research Institute (ILRI), International Centre for Insect Physiology and Ecology (ICIPE) the Swiss Tropical Institute and Centre for Veterinary Tropical Medicine (CTVM).
Vision
Healthy and prosperous people in a Uganda free from tsetse and trypanosomiasis with highly productive agricultural sector that ensures improved quality and increased quantity of food for all people and good returns on investment.
Mission
To create tsetse free zones and eliminate sleeping sickness and Nagana in Uganda.
Mandate
The Uganda Trypanosomiasis Control Council (UTCC) with its secretariat, the Coordinating Office for Coordinating Office for Control of Trypanosomiasis in Uganda (COCTU) is mandated to formulate policies, guidelines and to ensure that tsetse and trypanosomiasis control and research is carried out in accordance with statute 16 of 8th October 1992. In particular, the Council aims to provide the Secretariat with work force that is: Highly skilled in the relevant professional and technical areas Honest, committed and dedicated to the task at hand, with high motivation and strong sense of responsibility. Capable of development beyond needs that the Secretariat can rise to the challenges of tsetse and trypanosomiasis.
Objectives of COCTU
- To act as the secretariat to UTCC and TC;
- To coordinate government departments, donors and non-governmental organizations involved in tsetse and trypanosomiasis research and control in Uganda;
- To monitor project inputs and implementation;
- To collate and disseminate information to the relevant government departments, donors, non-governmental organizations and individuals interested in tsetse and trypanosomiasis research and control;
- To organize seminars, workshops and conferences that are relevant to the programme and coordinate manpower development in the components;
- To act as a spring-board for national, regional and international cooperation in tsetse and trypanosomiasis research and control.
